Congress: What happened to separation of powers?

Re: “Trump signs budget bill, looks to cement his legislative legacy” (July 5, A1):

Congress seems to have completely forgotten how the governmental chain of command works: The legislative branch does not directly report to the president. This is explicitly stated in the Constitution, the separation of powers between the three branches of government.

Congress spent a great deal of effort falling all over itself to meet a completely arbitrary drop-dead date to pass a spending bill demanded by the president. Members should have ignored this date and taken the time and care to pass a spending bill that applied to their constituents. They should not have slammed in a spending bill at breakneck speed that has a detrimental effect on a large portion of the population.
